Born in Haifa (1942). Graduated from the Reali School. Served as a combat soldier and infantry officer in the regular army (1960-1962) and as a reserve (1963-1969). He earned bachelor’s and master’s degrees (in psychology and sociology) from the Hebrew University of Jerusalem (1968) and a PhD (in psychology) from the University of California, Berkeley (1975). He served as the Chief Psychologist of the Navy (1969-1985) and of the IDF, where he headed the Behavioral Sciences Department (1976-1982). Winner of a National Academy of Sciences United States scholarship. Founded and directed the Carmel Institute for Social Studies (1985-2001) and the Institute for Quality Leadership in Zichron Yaakov (1992-2002). He was Deputy Head of the National Security Council (2002-20040, and established and headed the Civil-National Administration Service in the Prime Minister’s Office (2007-2009).
He is currently a Senior Research Fellow at the Samuel Neaman Institute for National Policy Research at the Technion (since January 2010). He is a guest lecturer in several academic institutions in Israel and abroad, as well as an academic and organizational consultant in Israel and abroad. He has published 6 books and several dozen articles. He has initiated and headed numerous international projects in the fields of dispute resolution, co-existence, treatment of post-trauma, and national service.
Married, father of three, and grandfather of twelve. Lives in Zichron Yaakov.
